CRRSA Act / HEERF II - 2021

CERTIFICATION & AGREEMENT

On April 11, 2020, in accordance with Section 18004(a)(1) of the CARES Act, Pub. L. No. 116-136 (March 27, 2020), Shippensburg University signed and returned to the U.S. Department of Education the Certification and Agreement in assurance that the university intends to use no less than 50 percent of the funds received under the CARES Act's Higher Education Emergency Relief Fund (HEERF) to provide emergency financial aid grants to students. ADMINISTRATION AND FUNDS DISBURSEMENT

The CRRSAA: Higher Education Emergency Relief Fund II (HEERF II) was federal legislation that provided further financial support to individuals and organizations affected by the COVID-19 pandemic.

Unlike the Cares Act / HEERF funds, HEERF II awards do not have to relate to the disruption of campus operations due to Coronavirus, but the school is required to prioritize students with exceptional need. Any application process or policies and procedures are aligned to meet this singular goal.

Starting March 1, 2021, Shippensburg University students were able to apply for emergency aid through the HEERF II funds awarded to Shippensburg University as part of the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA). The application period closed in mid-April when all funds were expended.

PRIORITIZING NEED

In order to verify student eligibility, students are required to:

  • have a FAFSA on file
  • be a graduate or undergraduate student
  • be degree seeking
  • be enrolled in the semester for which aid is requested or disbursed
  • make satisfactory academic progress (SAP)

Students who are not eligible include:

  • International students
  • Deferred Action for Childhood Arrivals (DACA) students
  • students in default
  • students not making satisfactory academic progress (SAP)
  • Ship Start students (high school students taking classes at a reduced rate)
  • Senior Citizen students

Shippensburg University was awarded $2,718,100 for students through HEERF II:

  • RANGE 1 - 0 EFC = $1800  - 569 eligible for $1,024,200 
  • RANGE 2 - EFC 1-5711 = $1600 - 654 eligible for $1,046,400
  • RANGE 3 - EFC 5712-12000 = $1400  - 151 eligible for $211,400
  • RANGE 4 - EFC 12001-15000 = $1200 - 53 eligible for $63,600

The remaining $372,500 funding will be awarded through a SLATE application and committee review.

DISTRIBUTION OF FUNDS

The total amount of funding that Shippensburg University received under the student portion of the CRRSAA/HEERF II was $2,718,100.

  • As of March 19, 2021, the total amount that has been distributed to students : $2,345,600.
    • The number of eligible students who received aid was 1,427.

  • As of April 6, 2021, an additional $372,500 has been distributed.
    • The number of additional eligible students who received aid was 260.

  • FINAL REPORTING: as of April 15, 2021, Shippensburg University has distributed 100% of the $2,718,100 HEERF II funds.
    • A total of 1,687 students received emergency aid.
